Important limitation: Platform packaging formats, review requirements, and distribution rules are set by OpenAI and change on their schedule, not the client's.
Security or privacy: Every tool exposed to a model needs an explicit scope; nothing should be reachable that was not deliberately authorized.
Free-tier status: Not a Cloudflare allowance; access depends on the client's own OpenAI platform account and its terms.
